Question:

Is FEMALE GENITAL MUTILATION allowed in shafii school...... is the opinion that FGM OBLIGATORY in SHAFII school TRUE ?

Female genital mutilation is obligatory in Shafi school. But as this system does not exist today there is nothing wrong with not doing this according to hanafi and maliki schools.
